The establishment of Canterbury Community Primary Health Organization (PHO) evolved from a gathering of interested not-for-profit parties which were exploring ways of working collaboratively. One aim was to formalize this arrangement by forming a legal entity which had constitutional powers and objectives so the collective could contract with a range of funders to provide essential services. Members wanted an environment driven by its values, to ensure planned and responsive services to improve the health of its enrolled population and improved access to those who had been disaffected from accessing appropriate and affordable front line primary health services.

In June 2003 the Canterbury Primary Health Organisation was registered as an Incorporated Society. Current members: Union & Community Health Service (Te Kahukura and Piki Te Ora Centres), 198 Youth Health Trust, Tanagata Atumotu Trust, New Zealand Prostitutes Collective, Hepatitis C Trust Te Waipounamu, Family Planning, NZ AIDs Foundation, Roger Wright Needle Exchange Programme , Royal NZ Plunket Society (Canterbury), Te Rito Arahi, He Waka Tapu and Epilepsy NZ .

The Executive Committee is comprised of membership representatives of the following sectors – Maori (1), Pacific Peoples (1), GP based services – privately owned (1) - currently vacant, GP based services – community owned (1), Community groups (2), Other health professional (1), and Consumer representative (2). Nominations for these positions may only be made by groups for the sectors they identify with. Vision To be a model of excellence in primary heath care; be accountable for what we do; honour the Treaty of Waitangi in health; to implement the key direction of the New Zealand Primary Health Care Strategy. Mission To provide high quality, accessible, affordable and culturally appropriate primary health care to low income people, and other at risk populations, in a way that is efficient, effective, collaborative across the health sector and financially sustainable.

The idea of forming a group or forum of interested organisations to look at present and future energy issues in (greater) Christchurch came up at a committee meeting of the Christchurch Power Consumers' Society. The idea was further discussed with Roger Sutton, of Orion, who was interested in the feedback that the CPCS might be able to provide on consumer preferences with regard to some of Orion's targets. This concept document suggests a way of developing these ideas. The concept is of informal ties between organisations involved in energy in the greater Christchurch area, which would work together (mainly by e-mail) to:

  • identify energy issues that affect Christchurch, now or in the future;
  • prioritise these issues;
  • work out ways of handling them in the best interests of the community.

Service 1 New Start - An intensive home visiting service targeted at multiple problem families. New Start is currently this country's only service of its kind, catering for chronic offenders and their families which targets the young child as the primary client.

Service 2 - Safer Families - An intensive home visiting service targeted at multiple problem families. Targets high-risk pregnant women, receiving referrals through lead maternity providers.

Both services aim to prevent harm to children from happening by providing intesnive, long term homebased social work support to those families whose characteristics make them more likely to abuse and neglect their children. Services are designed to give such high risk families the skills to adequately parent their children. Services begin ante-natally and continue until the enrolled child enters the school system. In over 11 years of service to high risk children, no child receiving our services has been injured through parental abuse.

Our Purpose The Ministry's influence on education outcomes is indirect. We are not a provider of education and our purpose reflects this: "Te Ihi, Te Mana, Te Matauranga - Empowering Education" Education enables people to gain knowledge, skills, and attitudes so they can participate fully, socially and economically, in the community.

Our role is facilitative rather than directive. We empower through our leadership, management of the infrastructure, problem-solving ability, and assistance of those at risk of underachievement. What we do influences the motivation and focus of the sector. We need to work with parents, teachers, and education managers to encourage, support, and enable them to use their energy, motivation, and skill to greatest benefit. We need to foster a policy environment that enables educators to operate effectively and learners to participate and achieve. We need to ensure we are creating a system that can respond quickly and effectively to wider social and economic impacts and the needs of different communities, society, and employers.

Our Mission : "Raise achievement and reduce disparity"
Quality education enables individuals to achieve their full potential. Expectations rise each year. Educational achievement levels of all students must continue to increase. At the same time, there are currently significant differences in the levels of educational achievement between groups in our community. It is the Ministry of Education's responsibility to tackle these disparities, as well as to raise the overall level of educational achievement.

Further information about how we will achieve our mission and goals can be found in the Ministry of Education's Statement of Intent for 2005-2010 (including the Department Forecast Report).

Courts exist to resolve disputes between the State and individuals, or between individuals. They do this by considering the evidence on all sides of the dispute, interpreting the law as it applies to that evidence, and determining judgments. Hence, a "court" is, in fact, the judicial decision-making process, which when considered overall, is the tangible representation of formal "justice" in society.

Transalpine Fire Safety

Our goal is to reduce the incidence and consequence of fire and to provide a professional response to other emergencies by "Working with communities to protect what they value"

The Transalpine Fire Region of which Christchurch City is a part covers approx. 6.5 million hectares. It contains two fire districts which are manned by paid fire fighters (Christchurch and Timaru). Within Christchurch fire district, paid fire stations are sited at Harewood, St Albans, Christchurch City (Kilmore Street), Woolston, Addington and Sockburn. Volunteer stations are sited at New Brighton, Summer and Brooklands. Areas outside the city e.g. Lyttleton and Diamond Harbour are manned by volunteers.

Firefighters not only attend fires but also a raft of other incidents including motor vehicle accidents, weather emergencies, hazard substance incidents, medical assists. Specialist teams e.g. Urban Search and Rescue play a valuable role at the scene of an earthquake or complete buildingcollapse.

As well as the emergency work, firefighters work daily in their communities to prevent fires happening in the first place. They work in partnership with the community e.g. schools to deliver effective fire safety education so people understand the risks and ways to prevent fires and then take action in the event of a fire. Fire fighters also inspect commercial buildings to ensure people can evacuate from them safely.

Firefighters are supported by a regional team: administrative staff, fireengineers, fire safety officers, volunteer support officers, promotional and education officers, all tasked to develop, support and coordinate strategies and resources and provide specialist assistance. Public referrals can be made to the free specialist education and intervention programmes e.g. the Fire Awareness and Intervention Programme for juveniles who light fires inappropriately and the Community Liaison Ambassador Safety Project to educate and protect the most vulnerable groups in the community about home fire safety.
